Title:

Project Institutional Technical Assistance Contractor for the Prevention and Control of Major Non-Communicable Diseases and Injuries

Overall objective:
The goal of the NCDI Project is to increase the adoption of behaviours that reduce NCDIs among target populations and improve medical treatment and control of NCDIs with the expected outcomes of: increased awareness of NCDI risk factors, early detection and increased access to efficient interventions.

Commencement date: January 2009
Duration of the contract: 5 years

Experts required:

Non communicable disease Medical Expert (432 days / 5 year)

Position Description:
- As the NCD specialist he/she will provide technical assistance to three ministries to develop services, frame policies and coordinate all in-county technical assignments including some key monitoring and evaluation tasks with MCA-M.
- Ability to reach out to the private sector and to build alliances with civil society organizations is desirable.

Education:
- Medical degree in one of the NCD areas with a Masters in public health, public policy or management.

Work Experience:
- Must have at least 10 years of senior level work experience relevant to the tasks.
- At least 2 of the 10 years should have been in emerging economies in the Eastern Europe and Eurasia region, Finland or a relevant experience from the U.S. or Europe which relates to Mongolia’s situation.
- Knowledge of service delivery systems and quality assurance approaches is essential.
- Evidence of ability to conduct a high level policy dialogue with senior officials is essential. Regional experience in reforming health systems, monitoring and evaluating NCDI programs and reinforcing prevention models is preferred.

Supervisory and Management Experience:
- Senior level technical team and mentoring expertise with a donor agency financed project is desirable including direct supervisory oversight of professional staff.
- Ability to work well on cross cultural teams is essential.

Special Skills:
- Ability to write and make professional presentations to large groups is essential.
- Ability to work and mentor teams is also essential. Fluency in written and spoken English is required.
- The position requires a great deal of travel.


Senior Public Health Advisor (728 days / 5 year)

Position Description:
- The senior public health advisor will serve as the technical liaison to the aimags, and communities to identify promising community NCDI programs and new ideas, support the PIU in tracking their performance.

Education:
- A masters in public health, health education, or community development with a degree in public policy, business, accounting or administration.
- Post-graduate or graduate level training in institutions external to Mongolia is a plus.

Work Experience:
- Must have at least 7 years of senior level work experience in contract oversight of technical assistance teams.
- Experience managing donor-financed projects in the region or in countries of the former Soviet Union is essential.

Supervisory/Management Experience:
- Must have senior management and oversight experience in complex programs at the regional or federal levels.
- Demonstrated ability to manage multiple functions and a mixed portfolio of programs is required.

Special Skills:
- Excellent English communication and writing skills and strong analytic, interpersonal, team management and computer skills is required.


Senior Grants Manager (800 days / 5 year)

Position Description:
- The Senior Grants Manager will support the PIU in the oversight of up to 50 small grants financed by this NCDI program with up to three ministries and a range of private sector partners.
- Ability to draft and refine the terms of reference for other MCA technical assistance procurements for communications and educational materials is required.

Education:
- A Masters in management, pubic administration or education administration is required.
- Postgraduate training in project or grants development in institutions external to Mongolia is a plus.

Work Experience:
- Must have at total of 5-7 years of direct experience managing small grants with at least two years in a Mongolian consulting firm or Mongolian non-governmental organizations engaged in grant development and oversight.
- Knowledge of grants formulation, monitoring and tracking systems is essential.
- Proven ability to communicate small grants requirements to groups or individuals interested seeking grants is a key function of this position.

Supervisory/Management Experience:
- Demonstrated experience in overseeing and providing advisory services to small grants across Mongolia is essential. Ability to troubleshoot small projects is essential.

Special Skills:
- Excellent English communication and writing skills. Ability to travel up to two weeks per month may be required once all 50 small grants envisioned (years 2 and 3).

The senior technical team should include short term experts in the following areas:

- Breast Cancer Screening Expert; Cardiovascular Disease Expert; Type II Diabetes Early Detection Expert (Endocrinologist or medical nutritionist); Cervical Cancer Expert; a short-term internationally recognized road traffic injury specialist with a civil engineering, urban planning and public health background.
- A short term medical epidemiologist/ survey methods specialist.
- An operations research design and monitoring and evaluation expert. Experience in carrying out complex situational/needs assessments and operations research design is required.
- A technical expert in the administration and oversight of small community grants.

Overall objective:

This project is part of the Albanian Health System Modernization Program and aims at providing assessment of health technologies at public health care providers and an in-depth analysis of supportive systems and standards in order to increase the effectiveness and efficiency of the Albanian health care system.
