This new World Bank financed project falls within the scope of the implementation of the National Health Development Plan (2008-2012) elaborated by the MoH, and will continue the support to development projects in the health sector and to combat HIV/AIDS, malaria and tuberculosis. In particular, it aims to support the government of Djibouti to achieve the 3 Millenium Development Goals (MDG) related to health: (i) improvement of child health by contributing to reducing child mortality (MDG 4) (ii) the improvement of maternal health by contributing to reducing maternal mortality (MDG 5), (iii) combating HIV/AIDS and other communicable diseases (MDG 6).
In order to achieve these objectives, the project will use a new financing method, "results-based financing", and will be broken down into three components: A) Improvement of the performance of health care services; B) Improvement of the performance of health systems; C) Improvement of health management and of M&E.
The Consultant's mission is to provide technical assistance to the Ministry of Public Health for the preparation of this new project.
