Assist the MoSPFC (Ministry of Social Protection, Family and Children) in developing and putting into operation the mechanism for the monitoring of a better targeted social assistance system

•  Develop and make proposals for the improvement of fraud prevention and detection in the Social Assistance system;
• Support in developing the legal and normative bases, including mechanisms and procedures, for the monitoring mechanism;
• Support the MoSPFC and deliver training to its staff, the network of social assistants and social workers, as well as the relevant officials in the local and regional administration with regard to the new monitoring mechanism, its purposes and modus operandi; 
• Provide methodological support to the MoSPFC and relevant local and regional structures.

Strengthen the capacity of the MoSPFC and relevant regional and local authorities and stakeholders

• Assist the MoSPFC in analyzing the existing training methodology and produce an integrated and updated document;
• Organize and deliver training to the network of social assistants and social workers, as well as to the relevant personnel of local and regional authorities and specialized social institutions;
• Support the MoSPFC, and local and regional authorities, in implementing the strategy concerning sustainable (re)qualification and (re)training for professionals and staff in the social assistance system.

Ensure co-ordination and information flow in the social sector

• Assist the MoSPFC in co-ordination in the social sector in complement to the work done by the project DIFID/SIDA carried out by Oxford Policy Management;
• Ensure linkage between various EU initiatives in the social sector and the work of the Ministry, especially with regard to a EUR M 20 social sector budget support project under the ENPI 2007 and a EUR M 4.5 infrastructure project to rehabilitate social day care centres.
