The Government of Saint Lucia (GOSL) has obtained financing from the World Bank (WB) under the health system strengthening project aimed at supporting the GOSL’s initiative to improve the accessibility, efficiency, and responsiveness of health services. The health system strengthening project is geared towards strengthening the health sector both on the demand and the supply sides. The objective of this assignment is to provide technical assistance to develop and institutionalise National Health Accounts, with the aim of understanding the magnitude and pattern of health spending in the economy and the nature and flow of funds within the health care system. |

Strengthening the integrated early warning system and disaster preparedness (2020-2021) |
Support for the development of a comprehensive approach to a multi-hazard early warning system (EWS) including environmental as well as epidemic risks. Support to pilot an appropriate pandemic surveillance system as part of the early warning system for pandemic response in Mongolia in the context of the Covid-19 pandemic. Preparation of an EWS design that is suitable for Asian Development Bank financing by identifying the most appropriate project components and providing innovative ideas, concepts, management approaches and technology including pilot testing to enhance project impacts. |

Support in the process to develop a roadmap for the transition of the management of acute malnutrition by the State (2019) |
This assignment aimed to support the Ministry of Public Health in planning the different stages of the gradual transfer of responsibilities and actions to manage acute malnutrition to State services with the support of its partners from the health sector. Conseil Santé provided a public health expert to support the participatory process to develop a roadmap to plan the different stages of this gradual transfer, to facilitate communication and negotiation with the other Ministries concerned (in particular that of Finance and of the Public Service), and to advocate for the sustainable funding of these activities. This roadmap was the result of a participatory process involving all of the stakeholders concerned at the central, deconcentrated, and local authority levels.

The main objective of the programme was to improve the health care delivery system especially preventing and managing the prioritised chronic non communicable diseases. The evaluation used the five standard DAC evaluation criteria (relevance, effectiveness, efficiency, sustainability and impact), the two EU specific evaluation criteria: EU added value and coherence with the EU strategy in SVG and with other policies and Member State Actions, evaluation of mainstreaming of cross-cutting issues (gender and environment) and of the implementation of a right based approach. |

The changes will have significant implications for human health, contributing to vector borne diseases and generally affecting the health of its population. Jamaica has therefore embarked on a programme to adapt to climate change and build its disaster risk resilience. In order to help improve the resilience of health facilities, the project is aimed at facilitating a detailed vulnerability assessment of the health sector and preparing a costed resilience strengthening plan to climate-proof the nation’s health facilities. |

Technical assistance to support the implementation of the Shtip Regional Clinical Hospital Project (2019-2020) |
The project is for the construction of a regional hospital gathering all services scattered around the campus of the existing Shtip Clinical Hospital, and increasing its capacity and list of specialities. The new regional hospital will have a capacity of 245 beds, a total surface of almost 34 000 m², and will offer medical services to over 200,000 potential patients. |
