The objective of this assignment is to support the Romanian authorities in the preparation of a project regarding the construction of three regional hospitals in Iasi, Cluj-Napoca and Craiova. The project is part of the Romanian National Health Strategy, and aims to obtain co-financing from the European Structural and Investment (ESI) Funds. |

Situation analysis of public health facilities in 25 health districts of Côte d’Ivoire (2016-2017) |
This project involves a situation analysis of 589 health facilities of 25 health districts of Côte d’Ivoire: regional hospitals, general hospitals and urban and rural first-contact health facilities.
The study includes 4 phases:
- Launch of the project;
- Evaluation of the health facilities (situation analysis);
- Architectural and technical studies (preliminary design/detailed design);
- Tender documents (provisional and final).
This study falls within the framework of achieving the objectives of the National Health Development Plan, and is one of the preconditions for the implementation of the performance-based financing strategy. |

Decentralisation of Chemotherapy and Radiotherapy Services within Hospital Health Care (2012-2013) |
Development of a detailed action plan for the decentralisation of radiotherapy and chemotherapy services within hospital health care:
(i) Detailed plans for the modernisation of hospital capacity
(ii) A comprehensive plan for staff training
(iii) Identification of opportunities for public-private partnership
(iv) Estimates of the costs for the infrastructure needed to modernise the hospitals in Balti and Cahul. |

Hospital Management Support for the Departmental Hospital Gonaives 'La Providence' (2012-2015) |
Support to the Ministry of Public Health and Population to:
- Situate/position the hospital in its new environment (its role in the community, elected representatives, reference and counter-reference, its role in epidemiological surveillance, challenges and limitations from an economic and social point of view, etc.);
- Strengthen the hospital’s governance and organisation;
- Recruit and manage human resources in an optimal manner;
- Organise and improve health care while promoting comprehensive, integrated care for patients;
- Ensure efficient financial management;
- Ensure efficient logistical management. |

Human Resources Planning and Health System Optimisation (2006) |
Assistance to the Ministry of Health (MoH) to restructure the human resources, infrastructure and equipment in the health sector in order to improve the efficiency and effectiveness of health services and to optimise the use of resources. This was achieved through a) the development of a human resources plan, with clear definitions of required staff levels, skills and training requirements for the entire health sector, and b) an assessment of existing studies on the rationalisation of secondary and tertiary care hospital services in Chisinau with the identification of gaps and the development of a detailed time-based implementation strategy for each of the actions to be carried out. |

Strengthening the provision of Emergency Obstetric Care in selected provinces in Eastern Turkey (2006-2007) |
This project, which was a priority result within the EU Reproductive Health Programme, aimed at strengthening the provision of and access to comprehensive and basic emergency obstetric care (EmOC) and first aid/referral in 5 provinces of Eastern Turkey through: competency based training of staff as a team on the Rights Framework for Quality EmOC; improved transportation and referral to EmOC, and monitoring and evaluation of EmOC services. |

Hospital Policy and Health Micro-Insurance Feasibility Study (2006) |
Design of a large scale health project integrating interventions related to the offer and demand of health care, through the promotion of health micro-insurance, as well as to the provision of institutional support to the MoH at central and provincial level. Definition of operational activities to improve the delivery of health care in one province (Takeo) and the capital (Phnom Penh) through a micro-insurance scheme. Design of the institutional support to the MoH in the areas of human resources, hospital policy, prevention of HIV/AIDS and maternal health. Definition of the operational modalities of the project's implementation, including financial and administrative issues and the responsibilities of the various actors. |

Support to and promotion of the Moroccan Ministry of Health’s (MoH) institutional and hospital reform project; contribution to strengthening health monitoring and safety; establishment of a national accreditation programme for MoH public health laboratories within the framework of the quality assurance national plan; and promotion of the development project for technical and scientific research within the health system. |
